New verb: xml.getNamespaceUriForElement

As part of the work we're doing for RSS 2.0 support in Radio's aggregator, we needed a new verb that returns the namespace URI associated with an XML element. Just released: xml.getNamespaceUriForElement. Given the address of an XML table corresponding to an element, and the address of the compiled XML table for the XML document, this verb returns the namespace URI for the element. In the context of RSS 2.0, we'll be calling getNamespaceUriForElement to determine which driver to call when processing modules.
