Gen. Franks Defends U.S. Tactics. The top commander of the war in Afghanistan defended U.S. tactics Saturday, saying that deploying large numbers of American ground forces would not have increased the chances of capturing Osama bin Laden or Taliban leader Mullah Mohammed Omar. [AP World News]
