They also fail to realize how political solutions are often based on precedent. The State's Congestion Management Agency (CMA) legislation in the early '90s was based on the growth management program contained in Contra Costa's 1988 transportation sales tax measure. Other areas should also be watching AB 680 and Sacramento - because it will set precedent.
