CONCORD - Limits on campaign contributions could be doubled to allow people to give $2,000 over four years to City Council candidates under a proposal to be heard Tuesday.
Critics say the relaxed limits favor incumbents over challengers and big campaign donors over average city voters.
A City Council committee says candidates deserve larger donors to offset inflation in campaign costs in the decade since the city last changed its limits.

Using a two year election cycle - rather than the four year term cycle does favor candidates, typically incumbents, who plan in advance. I think they should raise the contribution limits to $1,000 per person, place or thing - $2,500 for Political Action Committee - and leave the contribution cycle at four years.
