Changing the guard but not what's guarded John Wolfe writes, perhaps, his last "Informed Taxpayer" column as he retires from the Taxpayers Association.
"...On April 1, Kristine Hunt becomes the Executive Director (new title, same duties) of the Contra Costa Taxpayers Association. John Wolfe retires on that date and so does Carol Wolfe, the CCTA's Office Manager for the past fifteen years...."

Walnut Creek seeks low-cost digs via fees Dogen Hannah reports that Walnut Creek is considering a fee on new commercial development to support affordable housing efforts.
"..."The question becomes, how much should new development be asked to do, as opposed to society as a whole through broader programs?" said Guy Bjerke of the Home Builders Association of Northern California. "The obvious tradeoff is, to what extent does the fee hamper the creation of jobs and also, therefore, jeopardize other parts of the economy?"..."
