The Westerly Sun. Commissioned by the Washington County Regional Planning Council and completed by BC Stewart & Associates of Boston, Mass., the plan targets affordable housing shortages in nine towns in Washington County -- including Charlestown, Richmond, Hopkinton, and Westerly -- and East and West Greenwich in Kent County. The state's Low- and Moderate-Income Housing Act of 1991 requires that each community have 10 percent of its housing stock deemed as affordable housing. For a home to qualify as affordable under the act, it must be subsidized through state and federal funds. [Inclusionary News]
