Judge rejects Pittsburg low-cost housing suit. MARTINEZ - A judge Friday ruled against Pittsburg housing advocates who sought to block the city from issuing building permits until it sets up an affordable housing plan. Contra Costa Superior Court Judge Joyce Cram denied the suit filed Feb. 13 by the Rev. Gregory Osorio, a businessman, and the Pittsburg chapter of ACORN, a community organization of low- and moderate-income families. Cram said Pittsburg officials are making concerted efforts to comply with state law and develop a housing plan. An affordable housing plan for every city must be certified by the state.
