Oakley's decision about farmland use foreshadows future THE TIME IS nearing when Oakley has to make a decision on the vast tract of Delta land on the city's eastern flanks. For generations the land owned by the Emerson, Burroughs and Gilbert families -- sandwiched between Cypress Road and the San Joaquin River -- was used for raise dairy cattle.
