Higher developer fees a probability   Inga Miller reports that the Contra Costa Board of Supervisors is proposing the Tri-Valley Transportation Council increase their development fee program by $1,400 a house in smaller increments over the next two years.  The TVTC will discuss the program again at their February 25 meeting.
