Antioch waives growth limits for 240-unit complex  Jane Ramsey reports that Antioch has exempted Reynolds & Browns project from their new permit allocation system.  The project includes 30,000 square feet of office space.  The property has been paying assessment district and Mello-Roos taxes since 1988.  >>>The article perpetuates the myth that Measure U was an "initiative" - "The exemption frees Reynolds & Brown from Measure U, the growth-controlling initiative co-authored by McNell and Terry Ramus.
