Here's an easy way to play around with Radio templates without having the rendered pages upstreamed anywhere:

1. Create a new category (hereafter referred to as category), with "render this category in HTML" checked.
2. Copy the #upstream.xml file from www/system into www/categories/category
3. Route some posts to the new category
4. Copy the template files (#*Template.txt) to the category folder
5. Edit the templates however you want
6. Pull up http://127.0.0.1:5335/categories/category/index to view the rendered page with the edited template
