The best bug report is the one that gets the bug fixed. But sometimes the bug that needs fixing is not the bug that is reported. Reporting lots of minor design/usability mistakes might not get them fixed, but might inspire the programmer to learn more about usability for the next project. Or it might inspire the project manager to bring a different programmer on board. So report the bugs even if you know they won't get fixed.
