It describes a dispute where scientists outside of Bell Labs are having trouble reporducing their results. They are therefore calling into question the original findings and challenging Bell to help them reproduce them. In the interest of science Bell labs should help, but they are torn by the knowledge that they would be helping potential competitors. If they don't help, no one will believe their original papers.
