H1B & 3rd world USA...
Stopping H1B programs does nothing to stem the flow of work, since they just move the work off shore. The real solution lies in taking away the incentive to move work, rewarding companies for creating American jobs, and punishing them for every job they put off shore.

My solution is a tax credit that sets a basis point for a balance of trade in employment. You pick a point in time and record how many jobs companies have both in the US and off shore -- including subsidiaries, and parent companies. If a company cuts jobs they lose incentives, if they move work to off shore they are punished, and if they create new US jobs they get rewarded.

We need to stop the insanity, that will only serve to push us to a third world level. We are moving too many technical jobs off shore -- it's not due to a shortage of people, its due to plain old greed...mj
