Lon-Capa.

Comment: "Chris Ashley" points to Lon-Capa.  He's not the first, but personally, they drive me nuts.  There's no source available yet even though this page has been up for years.  In other words, it appears to be completely static.  I also think Perl is a bad choice.  Not sure about the patent thing either.
