Lon-Capa. Quote: "We intend to license the code-base under the GNU Public License (GPL) Version 2 [25], and open the code-base as transparent technology to any interested developers. [...] the instructional management component of LON-CAPA would form an open-source counterpart to commercial systems such as WebCT and Black Board [5-7]. LON-CAPA is build [sic] on the Linux operating system using the Apache web server and modperl server modules. Note: for several mechanisms described, a patent has been applied for." Comment: "Chris Ashley" points to Lon-Capa.  He's not the first, but personally, they drive me nuts.  There's no source available yet even though this page has been up for years.  In other words, it appears to be completely static.  I also think Perl is a bad choice.  Not sure about the patent thing either.
