I think he's trying to suggest that students are measured entirely upon socio-economic status and self-esteem. The whole article is an exercise in cherry-picking research to support your thesis. As I spent a little time in the same building where Rod Clifton concocted this idea, all I could think was "teachers want to teach", not satisfy small minded neocons.
