The headline is a bit misleading on this story - a large measure of the shift is due to changes by domain registrars in the outsourcers who host 'parked' domains. Those are domains that have been registered but not yet hosted by their owners. So, while the numbers jumped the change doesn't reflect actual production implementations. Coincidentally, the story notes that shortly after the switch to Microsoft systems, thousands of the parked sites were defaced.
