Virginia to Software Users: Drop Dead
Software licensees are in for a shock if Governor Warner approves a provision that would strike an existing clause in the state's UCITA implementation prohibiting software vendors from banning transfer of licenses during a merger. Vendors would then be free to charge any sort of transfer fee - or sell the software all over again if the provision is struck. As you might expect, the possibility is doing nothing to enhance the palatability of UCITA, already widely criticized.
