I have pretty much narrowed it down to the case where another ActiveX control is loading in the page causing the problem.

Today I have been checking out issues with HRef-Controls in ASPX pages sometimes causing a long delay on the initial launch of a page.  Really boring going in and stripping things out to get a reproducible case but necessary before sending it off to MS.
