Dave Winer has as good a definition of The Pete Principle as I've seen. He refers to Forward Motion and Stop Energy, but the principle is the same.

Stop Energy is not reasoned, it never takes into account the big picture, it is the mirror image of Forward Motion. In the Stop Energy model, everyone, no matter how small their stake in a technology, has the power to veto. Nothing ever gets done, and people who want to move forward are frustrated in every attempt to move. Unfortunately, Stop Energy is the rule, not the exception.

Throw an ear of corn, husk and all, into the microwave for 3 to 3 1/2 minutes. When it's done, take a sharp knife and cut the end of the husk off. You'll want to actually cut into the base of the corn itself to make sure that, when you then peel the husk away -- backwards, from the base, not the tip -- it is not longer attached to the corn. Good stuff.
