Colorado Springs stormwater enterprise dismantling on fall ballot

Here's an update on Douglas Bruce's efforts to effectively kill off Colorado Springs' stormwater utility, from The Pueblo Chieftain. From the article:

Colorado Springs voters will vote on a ballot proposal that would make stormwater and other enterprise fees "voluntary," effectively gutting funding. State Rep. Doug Bruce, R-Colorado Springs, is sponsoring the proposal and gained more than the 11,470 signatures to put it on the ballot, City Clerk Kathryn Young announced Monday. Bruce is the author of the Taxpayer's Bill of Rights, 1992 legislation that limits increases in government spending. The stormwater fee raises about $15 million annually and is aimed at addressing a backlog of $300 million in flood control projects in Colorado Springs.

Council established a stormwater enterprise in 2005, at the urging of the Lower Arkansas Valley Water Conservancy District and a local transportation committee, as a way to address flooding problems on Fountain Creek. The Lower Ark board was in negotiations with Colorado Springs on numerous other water issues at the time. The city began collecting fees for the stormwater enterprise in 2007. The stormwater enterprise also is listed as a key piece in mitigating damages from return flows on Fountain Creek in the draft environmental impact statement for the Southern Delivery System...

During council deliberations on the enterprise in 2005, Colorado Springs Council voted 7-2 to adopt the enterprise. The two dissenting councilmen favored sending the question to voters. Colorado Springs was the last major Front Range city to adopt a stormwater enterprise. Pueblo formed its stormwater enterprise in 2002.

Southeastern Colorado drought

From The Pueblo Chieftain: "Pueblo County dryland farmers and ranchers could become eligible for federal emergency programs shortly as an ongoing drought continues to plague the area. Drenda Murchison, director of the U.S. Department of Agriculture Farm Services Agency office in Pueblo, said the application for emergency status has been filed and is now at the USDA state office, set to be reviewed by a committee next week and forwarded to Washington. Murchison said she hopes the application will be approved within a couple of weeks, adding Pueblo to Baca, Bent, Kiowa and Prowers counties. An emergency declaration would allow ranchers to run their cattle on land that had been put under conservation status."
