Denver Charter Changes for the November 2003 Ballot
Mayor Hickenlooper feels that he must actively pursue the passage of the Charter Amendment to change the way raises are determined for Career Service employees according to the Rocky Mountain News [September 17, 2003, "Mayor launches initiative to change city's pay plan"]. From the article, "Supporters of the measure formed a nonprofit committee to raise money and campaign in favor of the proposal. Tom Romer, who is heading the effort, said it is 'possible' part of Hickenlooper's leftover campaign war chest will be donated to the effort. It appears only one group - the Friends of Denver Municipal Service - will oppose the changes."
