Here's an article about Referendum C from the Cortez Journal. They write, "Referendum C asks voters to balance the budget by giving up five years of refunds under TABOR, an amount estimated at $3.1 billion. TABOR limits how much revenue the state can keep for government projects and services. House members voted 46-19 on Monday to give final approval to a budget-reform ballot measure slated for Nov. 1. Among the legislators who voted for the proposal was 59th District Rep. Mark Larson, R-Cortez."
