'This nation is about to embark upon the first test of a revolutionary doctrine applied in an extraordinary way at an unfortunate time. The doctrine of preemption -- the idea that the United States or any other nation can legitimately attack a nation that is not imminently threatening but may be threatening in the future -- is a radical new twist on the traditional idea of self defense. Rumsfeld urged Iraqi invasion a day after 9/11
"Rumsfeld was saying we needed to bomb Iraq,[per thou] Mr. Clarke said. [base "]We all said, [OE]But no, no, al-Qaeda is in Afghanistan.'"
Mr. Clarke, who is expected to testify Tuesday before a federal panel reviewing the attacks, said Mr. Rumsfeld complained in the meeting that [base "]there aren't any good targets in Afghanistan and there are lots of good targets in Iraq.[per thou]

Frankly, I find it outrageous that the President is running for re-election on the grounds that he's done such great things about terrorism,[per thou] Mr. Clarke told CBS. [base "]He ignored it. He ignored terrorism for months, when maybe we could have done something."
