2 Views on U.S. Proposal: Relief and Apprehension. While Palestinians hoped that the compromise on ending the siege of Yasir Arafat would bring deeper international involvement, Israelis worried that it would. By James Bennet. [New York Times: NYT HomePage]

We all knew some form of compromise would eventually be found to this standoff situation, but why did it have to take so long to bring about, why was it necessary to humiliate Yasser Arafat in the first place, and who gave Israel the right to act like this?

Israel Delays Cooperation With U.N.. Israel decided Tuesday not to cooperate with a U.N. inquiry into the fighting at the Jenin refuge camp until a list of demands has been met, defying a call by U.N. Secretary-General Kofi Annan to allow his team to begin working immediately. [AP World News]

This is patently ridiculous, of course. How does it make any sense for a party whose actions are to be investigated to dictate the makeup of the inquiry team? How does Israel get away with conduct like this?
