What exactly is it that France and Russia are opposed to? In brief, the Gulf War cease-fire was conditional on Iraq behaving in specific ways thereafter — which they have blatantly not done. Today the US is asking that facts be recognized, conditions for effective inspections be asserted, and Iraq be held accountable for its actions. Any other path is a material breach of the cease-fire. In other words, if the butcher of Iraq keeps hiding and accumulating offensive weapons, the US will use retaliatory force. Any sane person who reads this resolution should find it very easy to endorse. [this item]
