North Korea: If the United States evades its responsibility and challenges us, we'll turn the citadel of imperialists into a sea of fire. What the insane tyrants of North Korea mean is that the USA must pay them tribute in the form of food and oil in exchange for temporary peace. In essence, it's piracy. Two centuries ago, President Madison defined US policy towards such activities, in the context of fighting the Barbary Coast pirates: the United States, whilst they wish for war with no nation, will buy peace with none... as peace is better than war, war is better than tribute. These Muslim pirates had been operating freely for three centuries, enslaving one million Europeans and extracting enormous annual tributes, until Americans chose to stop them.
