On Plan

General Tommy Franks, Commander United States Central Command: The very best planning, I believe, military planning that can be done, is military planning that assures ultimate success, but permits the possibility of early success. (2003-Mar-30)

Major General Victor Renuart: We continue to work on plan. We continue to see the results that we would like to see on the battlefield. We are continuing exactly on the plan that we would like, and I think the morale of our troops is exquisite and not in any way harmed by the time that we are taking to conduct operations. As to what the international press prints, we believe they can print whatever they desire, and we think that we will continue on our plan just as exactly as we began. (2002-Mar-29)

Brigadier General Vincent Brooks: There will always be things that occur on the battlefield that are not precisely as you calculated them in your design.  The strength of the plan is the ability to adapt it to the realities of the circumstance while still remaining focused on what it is we seek to do.  And there are different levels at which we have adjustments to planning. We know that we have to be tactically patient, as we describe it, that circumstances have to be developed by design, and that our enemy always has a vote in how the circumstances go. (2002-Mar-28)

Brigadier General Vincent Brooks, Deputy Director Of Operations, CENTCOM: Our plan is working, and we're one day closer to achieving our objectives. We will continue until all of our objectives are attained. We're on our plan [rather than timeline], and we have had a plan for certain actions to occur. They're related in time and space and purpose. When things impact that -- for example, the weather had an impact on some of what we could do -- the relationship of time and space and purpose has to be preserved. So it changes timelines per se as to when something's going to occur. It's impossible for me at this point to say what date we're going to do a certain thing, but rather when conditions are set, we will take further actions. (2002-Mar-27) [this item]
