The schools superintendents of Florida have produced a White Paper decrying a grassroots effort to limit classroom size. Media mindlessly repeat average class sizes of around 25 in the state, but high school teachers I know are regularly dealing with classes of 40+. The thing is, with all their reasons for not limiting class size (impact on programs, costs, problem of lack of available teachers), the supers seem to be looking at this as a resource problem, and assuming that no more money will be forthcoming from Jeb Bush. I wonder if he helped them write the paper?
