Latest response from IBM suggests making the label on the same layer as the pin, i.e. layer metalN purpose pin. When streaming out the label sould become the text object so that the pin may be left as geometry.
In the Create Pin dialog "Display Pin Name Option..." subdialog there is a radio button to set the label layer the same as the pin layer. The matching environment variable seems to be layout.pinTextSameLayer to force this option for all created pins.
Text shapes on layer metalN purpose pin give a DRC error when streamed out and back in.
