As usual, I'm not the first to think of these things - the svg sub-project page at mozilla.org ponders aloud about using XBL, Mozilla's markup language for "describing bindings that can be attached to elements in other documents," to develop an SVG-based "chrome," or to allow Mozilla to display content expressed in other languages, such as CML (Chemical Markup Language). Examples of the latter are at croczilla.org/svg/.

Using straight SVG to specify an interface would be too verbose. What about creating an XML interface dialect - a la XWT or XUL - and using XSLT to transform it into SVG?
