Web Services Missing a Key Ingredient

This is untrue. A huge amount of effort and money has been spent on this exact problem over the last several years. The terminology has changed, slightly. This is the same as the micropayments problem.
The barrier is not technology, it is the established financial systems (banks and credit card processors). These institutions are essential participants in any effort to solve these payment problems. And they haven't figured it out yet.
