I just found out that Visual Studio .NET has a sample LISP [subset] compiler. It's in C:\Program Files\Microsoft Visual Studio .NET\FrameworkSDK\Tool Developers Guide\Samples\clisp.

Unfortunately, the code it generates isn't PEVERIFY-able; to make it so, change line 312 of CodeGen.cs to an.Name = filename; (instead of an.Name = filename + ".exe";).
