Rather, 'who' is a blogger?

A blogger is someone (anyone) who posts to their own weblog. You.

While Dave Winer's Scripting.Com was one of the first weblogs, the term was popularized by the folks at Blogger.Com.

I'm not exactly sure what the term derives but a safe guess it that it was extracted from web-logger).

Not surprisingly, weblogs are often referred to simply as 'blogs'.
