Wouldn't it have made sense to conduct an extensive analysis before agreeing to host the hub?

This must be encouraging to the thousands of people living in potential noise corridiors: "How fast the recommendations are carried out will depend somewhat on how successful PTI is in obtaining federal grants. Charlotte has been implementing its study for about 14 or 15 years, said Andy Harris, a Boston consultant leading the review. 'We don't know now what kind of funding would be available,' Harris said."
