Telling the Library's Story: Annual Reports!


Create an impressive, colorful and easy to produce annual report in MicrosoftWord to hand out to board members, county supervisors, city administrators and the public. Participants are encouraged to bring statistics gathered from the WebCollect and WebConnect workshop held in September or bring a copy of their annual report. This is a beginning level workshop, but a working knowledge of Word is required.

  1. FY2002 Annual Reports Due This Week: The time is upon you for turning in your library's FY2002 Annual Report (technically known as the GENERAL INFORMATION SURVEY) The annual reports are due at the State Library by Thursday, October 31st (a spooky new Halloween ritual) Blank copies of the form were mailed to all public libraries back in April. Remember, this is a requirement of the ENRICH IOWA program and hinges on your library's receipt of DIRECT STATE AID. Extra blank copies can be printed from the State Library's website at http://www.silo.lib.ia.us Click on ESPECIALLY FOR IOWA LIBRARIES, then STATISTICS, then ANNUAL SURVEY. You can also file online by using WEB COLLECT. In either case, a printed paper copy must be sent to the State Library by October 31st; also mail one copy to NEILSA and keep one copy for your own files. Call quickly with questions:-)
  2. State Library Creates Electronic Mail List for Trustees: The State Library has recently created a statewide email list for Iowa public library trustees. If your email address made its way (via your library's annual report) to the State Library, then you've probably been automatically subscribed to this newest mail list, aimed specifically at local trustees. It will be used for posting library news, trustee workshop announcements, and discussion topics of interest to library board members.State Librarian Mary Wegner describes the importance of this new trustee mail list: "...As citizen representatives of your community, you are key to providing excellent library service to the people of Iowa. I believe that this mail list will strengthen library boards across the state by providing an efficient and effective forum for communication and information sharing..." To post a message of your own to the trustees' mail list, send an email addressed to trustees@silo.lib.ia.us To unsubscribe, go to http://www.silo.lib.ia.us/cgi-bin/mailman and provide the information requested. Call NEILSA with questions or comments--and be sure to tell your colleagues on your library boards about this opportunity.
  3. Trustee Program on November 14th: Speaking of trusty trustees, the State Library is sponsoring an ICN program for library board members on November 14th from 7:00--9:00PM. I'll be presenting this program entitled "Building an Effective Library & City Team." (Carroll County Library staff and trustees may remember this program from back in July) Northwest trustees are encouraged to attend this session which examines the various roles of city government, the library board, the director, and the support staff in the library's operation. Suggestions for improving communication and teamwork are included. Register online with the State Library--or call NEILSA with any questions:-)

CONSORTIA NEWS & E-Rate:

The  libraries that have had their paperwork for the e-rate filed before the 10:59 pm deadline on Oct. 28, 2002 are way below in The Fine Print Stuff -you will find a list of the libraries in the consortia, with paperwork filed.  See also the report notes below.

REPORT NOTES:

Funding Year 2001 [July 2001 - June 2002]
    "Last year" Everyone who had money untouched was contacted with the "Great B.E.A.R. Hunt".  Those who responded have had Form 472 [B.E.A.R.] filled to the vendors who will reply and then, & if the vendors agree we will forward to SLD for the funds.  If you forgot or we messed up a reminder went out to those libraries for whom we did not have the return in time for the last run, I'll did another one Saturday but it is iffy...

Funding Year 2002 [July 2002 - June 2003]       
    "This Year" The Form 486 has been sent in and e-certified soall is good IF you replied to the "IMMEDIATE ATTENTION" fax. IF you did not we have also sent out a reminder on this - you need to confirm your Internet company & Phone company.  A "clean-up" 486 went  in and was e-certified on Monday.  As of Tuesday any thing I send in will start to lose funding so get it in if you wantthe discounts.

Funding Year 2003 [July 2003 - June 2004]

    "Next Year" The Form 470 has been in for months.  During the first (full) week in November you will get an e-mail request foryou to list:
    1. Your PHONE Company &
    2. Your Internet Service Provider
You should also be prepared to send a copy of your highest invoice from each for last year.  All the discount you will receive will be based on 12 times that invoice or a bid.
UNLESS
Future Plans: If you plan to add/drop lines, go to DSL, cable, or make other changes I need to know that.  I will need bids from vendors [Item 21 attachments] for anything new.  You can get discounts on install charges et. al. IF it is bid and the work is done after July 1, 2003.
    If you are doing anything other than normal phone service or Internet connection, such as cell phones, pagers, shared billing with the fire, city or others – you must call me we will have to put you on a separate application.
    Since the window opens on the 4th I intend to put our main applications in on the 9th with a "clean-up" JUST prior to the window closing.  You really-really want to be in the 9th bach of applications, main or individual.
FREE SERVICE: If you are getting your service at "No Charge" from a service provider I strongly suggest that you also get a bid from a fee based provider for me to put in as a bid.  That way if the free service falls through you will have a fall back position, just because we submit the bid does not mean we have to use it.

Appeals: No good news.

FREE [NO charge] accounts: If you have a free or no charge account I suggest you get a bid from a fee provider and let me apply "just in case" that is up to you, but it is very cheap insurance.
That way if things change in the next 18 months or so you are covered.

VOLUNTEERS??
 THE USA PATRIOT ACT allows the FBI broad new powers to check borrower records, Internet use and any other materials that could help track client reading histories (it also applies to booksellers and could be used to obtain medical records). The law contains a gag order threatening librarians with criminal prosecution if they tell anyone of the FBI visits. The FBI must get a warrant from a judge, but the standard is lower than probable cause. And the evidence, too, is secret.
       For more than a month the ACLU has been searching for a librarian who doesn't want to cooperate and is willing to serve as a test case in the courts. "This statute trumps protections in place in 49 of 50 states, with consequences that could evoke images of Big Brother," says the ACLU's Gregory T. Nogeim. But librarians may be too good at keeping quiet. In February 2002, just a few months after the law's passage, the University of Illinois Library Research Center anonymously surveyed more than 1,000 public libraries. Already 85, or 8 percent, had been forced to reveal patron information. Library officials estimate there must be hundreds more by now. Yet despite widespread outrage among librarians, so far no one has come forward, and the statute remains untested in the courts. The search for Conan the Librarian continues. There's little chance that the role will be filled by the nation's most famous librarian: Laura Bush.

>> The American Library Association (ALA) Public Programs Office is now
accepting grant applications from libraries wishing to host the
traveling panel exhibition, Elizabeth I: Ruler and Legend. This new
exhibit commemorates the 400th anniversary of the death of Queen
Elizabeth I of England and will encourage audiences not only to
reacquaint themselves with the Queen, but also to become more familiar
with the historical and cultural forces that shaped her personality and
her time and examine the mixture of history and legend that continues to
surround her today. The traveling exhibition is based on a major
exhibition of the same title, which will open at the Newberry Library of
Chicago on September 30, 2003.
Libraries of all types interested in hosting the exhibition can
download the application and guidelines at

be received by December 20, 2002.





>>ALA National Touring Exhibition: The American Library Association is
currently accepting grant applications from libraries interested in hosting
an American history exhibit entitled "Forever Free: Abraham Lincoln's
Journey to Emancipation." The exhibit re-examines President Lincoln's
efforts toward the abolition of slavery during the Civil War. 2 replicas of
the exhibit will travel to 40 libraries nationwide, between September 2003
and February 2006.
Each replica consists of 2 six-section, 75-foot long panels and contains
reproductions of rare historical documents, period photos, engravings,
lithographs, and political cartoons from the period. Various pieces focus
on Young Lincoln's America, A House Divided, The War for the Union, The
Role of Black Soldiers, and much more.
Libraries of all types interested in hosting this exhibition can download
the grant application and guidelines from ALA's website:
http://www.ala.org/publicprograms/lincoln Grant applications are due
November 15, 2002. Host libraries keep the exhibit for 6 weeks and will be
required to sponsor at least 1 program in the local community that centers
on the Civil War theme. This would require significant meeting room space.
But what a great opportunity to promote the library as a community place and
