    In the EYE-OPENER from NWILSA:

1) "Corner Programmers" Roundtable January 20th
2) "Time Management" Teleconference January 24th
3) "Children & YA Literature Booktalks" February 19th
4) Reading Online Newsletters

2) "Time Management" Teleconference January 24th: Also coming up this
month, please note another College of DuPage Teleconference scheduled on
January 24th. Broadcast from 11:00AM--1:00PM Central Standard Time, this
program is entitled "TIME MANAGEMENT: GETTING THINGS DONE."
It explores  practical techniques for managing your workload, complete with
an assortment of suggestions for making more effective use of your time. Expect
discussions to focus on being more realistic about available time, how to
negotiate deadlines and assignments, and how to balance the demands of
worklife vs. home life. Northwest ICN locations are the public libraries at
Hawarden, Sac City, Sioux Center, Sioux City, and Spencer. You can register
online and print your program handouts in one swoop by going to:
http://www.silo.lib.ia.us/for_ia_libraries/continuing_ed/cecat.htm

3) "Children & YA Literature Booktalks" February 19th: Lots of library
programming happens in February--an unusual month for such a menu of
choices:-) Here's another c.e. opportunity aimed at youth services staff.
NWILS is partnering with East Central LSA--and several AEAs--in offering an
ICN program entitled "Children & YA Literature Booktalks" on February 19th.
3 media specialists from Iowa City will present, in booktalking fashion,
some of the most notable preschool through young adult books published in
2002.
This ICN presentation runs from 9:00AM--12:00 noon and is worth 3 c.e.
credits. Northwest ICN locations are Western Hills AEA12 in Sioux City,
ILCC campus in Emmetsburg, and Carroll High School. There is a $10.00
registration fee for this program. Yet this week, NWILS will send a
registration flyer as a WORD attachment. You may register from the flyer or
by emailing Janie Beaulieu at our office (jbeauli@nwils.lib.ia.us) In
either case, pre-registration is required, as we'll need to mail each person
a handout packet and the program bibliography--those are not available
online. Please contact us with any questions--and keep your eyes peeled for
this registration flyer.

4) Reading Online Newsletters: Whenever you have some time--in between
appointments or story hours or board meetings--that time is always well-spent
when reading some online library newsletters. Southwest LSA in Council
Bluffs has generously made its youth services newsletter available online,
which they call YAC. If you'd like to tap into YAC for articles and great
tips about children's services, just go to:
http://www.swilsa.lib.ia.us/YAC/yac.htm
And a reminder that the State Library's newsletter, FOOTNOTES, is also
available online. Read all the news that's fit to print about Iowa's
libraries, as well as news on the national scene. The November/December
2002 issue features the ALL IOWA READS project, highlights Christie
Vilsack's STORIES 2000 project, provides information on statewide book and
supply discounts, reprints minutes from the State Library Commission
meetings, and more. A very useful page found in FOOTNOTES is the 2003
CALENDAR DATES TO REMEMBER, which summarizes all the important paperwork  deadlines to be mindful of in the coming year. Reading FOOTNOTES is a great way to keep abreast of current events in libraryland. Simply go to:
http://www.silo.lib.ia.us/news/footnotes/footnotes11and1202.pdf

Q: "Has anyone written policies or procedures for library staff to follow when  library records are requested by law enforcement personnel?"
An Answer:
The Colorado Library Association Intellectual Freedom Committee has adapted
the ALA guidelines making them shorter and perhaps easier to follow. Here
is the URL with the link to the pdf file. http://cal-webs.org/if.html
An Answer:
Procedures for law enforcement inquires:
Patricia Coffie [Waverly Public Library] a revised set under review  that is  available on request and specific to Iowa law?
& IF you belonged to the Rural Library Services List
RURLIB-L@LISTSERV.CLARION.EDU
Then you would see the one from Susan Hill at Paulding County will be up about the 21st.

You know you are in a small town library when:
The FBI comes calling (USA Patriot Act):
The librarian was shocked by the agent's request to step into the librarian's office and the agent was shocked by the librarian's reply that she did not have an office.
NOTE to Attorney General and minions: In most small town libraries with older buildings the librarians "office" was converted into the "staff work room"  long ago and yes many are one person operations so calling the staff together is a major joke – get real.
MORE on the subject of get real in Washington DC - No matter what the USA Patriot Act says about not telling anyone about the visit and seizing of computers, in most small town libraries people will notice if a computer is missing. Mr. A G  it's like if someone takes one of your ... legs – you notice.

    Telling the Library Story:
Know my legislators: Whether or not you have something specific to talk to your legislators about right away, be sure you know something about who represents you at the local, state and federal level. Some of the things I think everyone should know include:

* The names, addresses, phone numbers and e-mail addresses of local, state and federal elected officials that represent the areas where you work and live. Much of this can be found at www.congress.org

* Committee assignments of said elected officials

* Their legislative interests and record on issues you care deeply about

* Their general political philosophy (where are they on the Liberal / Conservative scale?)

For extra advocacy points, find out:

* Basic biographical information, such as where they went to school and what kind of career they had before becoming an elected official

* What issues the elected official really cares about

You can find a sample legislative database at: http://www.advocacyguru.com/legislatordatabase.xls Download it (in Excel) and use it to create your own list!

Q:  Ken - I have not seen my ce's for the Confluence.  I was wondering when we should receive them?
A: Went out yesterday (1/6/3), if you do not have them in the next delivery (or two) let me know.

Trustee Mail List Flap:
Wondering what THIS (below) is (was) all about?
During the first part of this week the new trustees list serve went up and an introductory message went out to the trustees.  AND the **** hit the fan.  A lot of people did not read or ignored the un-subscribe message, but knowing just enough to be dangerous they replied to the entire list, result; all of us on the list received something over 100 "drop me" messages in three days.  Finally the SLI turned the list off for a while to stop the deluge of erroneously sent messages.

TWO Comments {Ken - editorial}:
1. This is an important tool for trustees to exchange information and to meet their duties as supporters/promoters of their libraries.

2. LIBRARIANS - The undeniable fact that nearly 20% of a sample set of trustees do not know how to leave a list is an opportunity for trustee education on YOUR part. IF you do not know how to un-subscribe from a list then it is also incumbent that YOU learn.

THIS:
Below is my reply to other librarians.

Comment(C) when this list was set up clear instructions were given as to how to "un-subscribe" [see below - Fuchsia] to the list, people were told NOT to send to the general list - so as we can see a lot of people didn't read the instructions, (clip).

Since this whole thing started the instructions have been sent out twice more.  The web master for this list is attempting to stem the flow, I'm just collecting names of NE people who didn't read the instructions.

All I can offer as advice at this point is that everyone else do what I have been doing and dump the messages as they come through.

YES it is a pain for all of us, I really didn't need another 100 messages added to my mail box, but it is the pain we go through for a list that could be of real value IF everyone doesn't jump ship at the start.

Ken (-{}}}

, my only trustee who is on the new trustee e-mail thing,

C. new list with a few problems, I too am getting the messages,

called me this
morning and said that she has received more than 10 e-mails recently from this trustee
listserv asking her to remove them from the trustee mailing list.

C. Caused by the fact that people do not know how to be removed so they are sending the remove message to the entire list.

She is wondering if she should reply
to each e-mail that she is not the one or what exactly she should do.

C. Unless she is the Web Master she should just delete them.
The situation will soon cure itself.

She hasn't deleted
any of the messages and is waiting to hear from me. I don't even know if you are involved
in this but thought you might know what the next step should be.

C. Your quite welcome, and thank Mary for being so concerned.
No I have no official connection to the list.

Ken (-{}}}

Thanks!

CONSORTIA NEWS & E-Rate:
The following libraries appear to have provided all the needed documentation for inclusion in the Consortia e-rate application for Funding Year 2003 (July 2003 - June 2004).
SEE "SUPPORTING DOCUMENT" In End Plate

This is confusing even when you know what is happening, so the simple way to look at it is:
A. The libraries on the list below have asked for and sent in the information to have NEILSA Consortia do the paperwork for the e-rate (are in the Consortia)
B. Those NOT listed below are NOT in the Consortia - are responable for their own e-rate paperwork.
C. Below in  "Supporting Document" is a copy of the paperwork that should have been  sent in by all           libraries wishing to be in the Consortia & to have their paperword done by the NEILSA Consortia.

D. In brown below is the information needed - fill it in and FAX it to Ken to be included.

IF you believe you should be on this list contact Ken IMMEDIATELY if you are confused call Ken do not put it off, call right away, do it NOW.

Agenda: [additions welcome]
•    e-rate program in a nut shell
•    why is this program so complicated
•    what is the NEILSA e-rate Consortia & how does it work
•    where are we going
•    Q & A

This program was requested by YOU.  While I am happy to talk about the e-rate program (in fact I love talking about what we have done with this in NE) you would get very tired very quickly IF you just let me roll on for 3 hours about this program.  My SUGGESTION is that you tell me what specific questions you have or what general questions you have.  If you do not I'll answer general questions and specific question will, most likely be put off until I can check the files.
This is a workshop, you are getting 3 ce credits for it, there will be a test, if you pass you will get the 3 ces, and a discount on your telecommunication bills, otherwise....
GENERAL Q: (example - Why is this program so complicated?)

SPECIFIC  Q: (example - the Consortia put in an appeal on our Internet for Funding year 2000, what is happening to it?)

Use more space if you have more questions.

NOTE: We will need someone to take notes to be published in the Friday Notes so the people who can not make the session have an idea what happened - any volunteers???

Two weeks ago (10/20/02) Ken said:
"The Form 470 has been in for months.  During the first (full) week in November you will get an e-mail request for you to list:
    1. Your PHONE Company &

UNLESS
Future Plans: If you plan to add/drop lines, go to DSL, cable, or make other changes I need to know that.  I will need bids from vendors [Item 21 attachments] for anything new.  You can get discounts on install charges et. al. IF it is bid and the work is done after July 1, 2003.
If you are doing anything other than normal phone service or Internet connection, such as cell phones, pagers, shared billing with the fire, city or others – you must call me. We will have to put you on a separate application.
Since the window opens on the 4th I intend to put our main application in on the 9th with a "clean-up" JUST prior to the window closing.  You really-really want to be in the 9th batch of applications, main application or individual application, if needed."
