Upcoming Grant Application Deadlines xx "End Plate" below
Applications are available for Assimilating America: The Life and Stories
of Isaac Bashevis Singer, a new initiative that provides grants to libraries
that present public programs on the life and work of the Nobel Prize-winning
writer Isaac Bashevis Singer (1904-1991). Libraries of all types are invited
to apply. To obtain a grant application, please visit http://www.ala.org/publicprograms.
Applications must be received by December 15, 2003.
Fifty selected libraries will receive a $450 grant to cover programming costs
and support materials, including the authoritative three-volume hardcover
collection "Isaac Bashevis Singer: Collected Stories," which will be published
by The Library of America in July 2004; a reading group guide; the How to
Organize a Singer Program leaders guide; and access to an extensive Singer
Centennial Web site that contains a national calendar of events, biographical
and critical writings on Singer, continuously updated resources, and relevant
links to other sites. Grant recipients also are invited to attend an orientation
workshop at the American Library Association (ALA) Annual Conference in Orlando,
Fla., on June 27, 2004.
The centennial celebration, Assimilating America, will provide funding for
a variety of public programs, including scholar or teacher-led book discussion
groups, discussions of the differences and similarities between the book
and film versions of one of Singers works, readings of Singers stories by
local performers or community leaders, lectures by scholars and others knowledgeable
about Singer and his work, panel discussions featuring scholars or writers
familiar with the themes portrayed in Singers works, screenings of films
based on Singers works or documentaries on the writer, or dramatizations
based on Singers works. Libraries applying for a grant are asked to develop
a program for a public audience based on one of the aforementioned program
ideas or a new idea that explores Singers life and work.
Isaac Bashevis Singer, the most famous Yiddish writer of the 20th century,
was an immigrant writer who gained recognition as a renowned American writer.
His writings include The Family Moskat (1950), The Magician of Lublin (1961),
In My Fathers Court (1966), The Manor (1967), and The Estate (1969).
Assimilating America is an initiative of The Library of America in cooperation
with the ALA Public Programs Office, and with support from the National Endowment
for the Humanities (NEH).

with a stick, let alone a bid - go ahead get one (or a dozen) and see.
* 1. EC rate is about 1/4 to 1/3 of most of the commercial retro venders.
2. EC has expertise in MARC records et. al. that VERY few MLS librarians
have let alone non-MLS librarians. In other words this is a very good deal.

2. Summer Library Program Be on the lookout ! Manual packages for
Summer Reading 2004 are en route to your library. Each public library in
Iowa will receive a packet that includes five items:

3) All Iowa Reads 2004: Last Monday, we helped break the news that the
choice for the 2004 "All Iowa Reads" book is Niagara Falls All Over
Again by Elizabeth McCracken. This year's selection was announced at the
Iowa Library Association conference in Cedar Rapids early in October.
As promised last week, here are the criteria that go into choosing each
year's book:
It should:
1. lend itself to in-depth discussion and provides an opportunity to
examine a variety of themes and levels.
2. raise universal social issues relevant to Iowans
3. be accessible to adults and high school age youth
4. be fairly new so a lot of people would not have already read it
5. not be required for high school reading
6. be available in paperback, large print, and recorded books
It is desirable, but not required, that the book have an Iowa or Midwest
connection.
During a drawing at the ILA conference, Sibley Public Library was chosen
to receive multiple free copies of the book. Here's what Director
Connie Mataloni had to say about her library's good fortune:
"Just wanted everyone to know how thrilled we are…to receive the 15
copies of the new ‘All Iowa Reads' book! Of course our book discussion
group is thrilled, too! This may give other libraries the incentive to
register their programs on the All Iowa Reads Website. Then maybe next
year your library may be the lucky winner!"
We hear through the grapevine that Sibley is already being deluged with
requests to borrow the books. It seems only fitting that their own book
discussion group gets first crack at their windfall. So you'll be glad
to know that NWILS will also get a supply of the new title to loan out
to its libraries. We'll receive multiple copies in paperback, plus one
large type edition, and one audiocassette.

The answer is two fold
1. I want you to have an opportunity to learn about the program if you wish
2. CYA- If you or the Consortia is audited I want to be able to show that
I met the Consortia obligation to keep you informed of progress of
the application.

the Consortia does a "clean up" app but it is the one most likely to be turned
down - that app will go in 12/29/2003 the last possible day for the July
2004 - June 2005 funding year.

differing philosophy, and are much more disciplined than I am as to what

Upcoming Grant Application Deadlines
We The People Bookshelf grants
The American Library Association (ALA) Public Programs Office and the National
Endowment for the Humanities (NEH) are accepting applications from public
and school (K-12) libraries for the We The People Bookshelf grants. Part
of NEH's We The People initiative, the Bookshelf project will award the 15
Bookshelf books for young readers to up to 500 libraries across the country.
Selected libraries are required to present programs that highlight the theme
of "courage" and encourage young readers to explore these works.
Libraries interested in receiving the We The People Bookshelf grant can view

are being accepted online until
February 15, 2004 for Round Two.
1. The State Historical Society of Iowa has had the HRDP
funding restored and is inviting applications for preservation projects in

Form 470 Information for FY2004

Open, Fair Competitive Bidding Process:
The purpose of the Form 470 is to open a competitive bidding process for
the services desired. The applicant must participate in an open and fair
competitive process and select the most cost-effective provider, with price
as the primary factor in the selection. (But not the only factor.)
Note: Many libraries will not have any new bidders contact them. But if you
are contacted, you must keep all evidence of their bid.
Description of Services:
Your Form 470 MUST define the specific services or functions (and quantity
and/or capacity) for which funding will be sought. (For example, number and
type of phone lines and/or type of Internet connection.) You MUST obtain
specific prices for products and services. Failure to do so violates the
requirement to choose the most cost-effective provider.
Note: If you are staying with your current provider, your largest monthly
bill will suffice. For a new provider, a bid on their company letterhead
would work.
Reimbursements vs. Discounts:
Starting July 2004, your service provider must offer you the option of discounted
bills.
Note: Halleluia! No more overpayments and BEAR forms.
28-Day Competitive Bidding Period:
FCC rules require that requests for services be posted on the SLD web site
for a period of at least 28 days before selecting a vendor in order to provide
for a competitive bidding process.
Note: That's why I needed your info as early as possible.
Contracts:
Except for services to be delivered under non-contracted tariff (like phone)
or month-to-month arrangements (like monthly Internet service), you must
sign a contract with your service provider before you sign and submit your
completed Form 471. (The second of two forms I'll be sending you.) You must
be able to demonstrate that you had a contract in place at the time you submitted
your Form 471. Note: Probably in December or January
Retaining Documentation:
You must keep copies of bidding specifications and/or requests for proposals
(RFPs), all bids received (both winning and losing) and all contracts with
your service provider. You must also maintain documentation of the process
and any related analyses leading to the selection of the winning bid(s).
You must be able to demonstrate that the bid you chose is the most cost-effective,
with price being the primary factor.
Note: This is a legal requirement.
