ANNOUNCEMENTS:
Infrastructure, OA, and A+ Checks Coming: Public libraries
can expect to receive checks for Infrastructure, Open Access, and Access
Plus payments within a week. At this point, the State Library is able to
distribute 40% of the Infrastructure money and 75% of the OA and A+ money.
This means that your library will receive about half of your expected payment
for FY'04.
Northeast has Niagara Falls All Over Again available for checkout
for the following months: February, May, June, July, August, September, October,
November, December.
We have the large type available for any month, as we have acquired an additional
copy of the large type.
The cassette book is available for every month except April and September.

MONDAY MORNING EYE OPENER [from NWILS]
Good Morning! This time in EYE-OPENER:
1) Infrastructure, OA, and A+ Checks Coming

1) Infrastructure, OA, and A+ Checks Coming: Public libraries
can expect to
receive checks for Infrastructure, Open Access, and Access Plus payments
within a week. At this point, the State Library is able to distribute 40%
of the Infrastructure money and 75% of the OA and A+ money. This means that
your library will receive about have of your expected payment for FY'04.
However, if state funding remains stable, then the State Library will
distribute the remaining funds in April. Continued uncertainties with the
state's budget situation forced this delay.
These checks were expected to be issued in December. Because of the delay,
the State Library has eliminated the requirement to spend the money before
June 30th (although if you can spend it by then, it might be best to do so
and avoid the various processes for carrying over the money into next FY...)
Also because of the delay, the State Library has eliminated the requirement
to report back on the use of the money.

2) Summer Library Program Workshops--And Dicey Weather:
A reminder that the
2004 Summer Library Program workshops get underway this week in eastern
Iowa. But Northwest libraries are scheduled for next week: Monday, February
9th @ Everly Community Center and Tuesday, February 10th @ Arthur Library
&
Community Center. Registration is at 8:30; the program runs from
9:00--1:00. Morning coffee and goodies are planned.
This year's theme is "Discover New Trails @ Your Library." No doubt you'll
be able to discover a connection to the Lewis & Clark Bicentennial:-)
This
year's presenters are Cathy Shaw from Edgewood Public Library and Missy
Mayfield-Cook from Winthrop Public Library. The program is worth 4 c.e.
credits.
Wondering about dicey weather? Well, the organizers are too:-( There is an
inclement weather policy in place for the SLP workshops. Mary Cameron from
the State Library will be traveling with the road crew. In case of bad
weather, Mary will cancel the workshop by 7:00AM the morning of the
workshop. Since I'm going to Everly and Janie is going to Arthur, Mary
Cameron will call us and we'll begin calling workshop participants--a
classic example of why registration forms ask for home phone numbers:-)
In the event of cancellation, workshop organizers will hold a "make-up" ICN
session, paid for by the SLP grant. The grant will pay for several ICN
locations around the region where the program was cancelled; individuals
may
schedule additional ICN locations at their own expense.
With this said, let's all hope for good travel weather! If you haven't yet
registered, please do so ASAP so we can have adequate seating, handouts,
and

3) Another Workshop Added in April: Last week's EYE-OPENER
showed a
plentiful listing of workshop coming up this winter and spring, beginning
with next week's SLP programs. But here's one I missed, this one tapping
into young adult services. "Best Practices, New Directions and a Core
Collection: A How to Do It Workshop." Sponsored by the State Library, this
workshop welcomes Patrick Jones, nationally known expert on young adult
audiences and programming. Here's a description: "...Learn about programs,
services, and materials which will turn your teen library users into raving
fans. This interactive, informative, and entertaining workshop will provide
you with the tools you need to connect young adults and libraries..."
Mark your calendars for Thursday, April 29th and head to the Carrolton Inn
@
1730 Highway 71 North in Carroll, IA. Registration at 9:30; the workshop
runs from 10:00--3:00 and is worth 4 c.e. credits. The registration fee is
$10.00. Seating is limited to 75 people. To register, please go to the

2. Forms 471 for FY 2004 have all been filed by 2/4/4 @ 23:59 EST
3. Form 471 for FY 2003 has not yet been approved
by SLD/PIA
FY 2003 = July 1, 2003 - June 30, 2004
FY 2004 = July 1, 2004 - June 30, 2005
SLD has a new Form 471P which the Consortia
will have to file for FY 2003 for all the libraries that have decided NOT
to comply with CIPA/NCIPA. This form will provide funding
for the period July 1 - Aug 14 2003. Libraries who have dropped Internet
because of free service will not be affected, we think.
From: SLD web site: "Libraries receiving discounts on these services for
FY2003 must either be in compliance with the technology protection measure
requirement or be undertaking actions to include the technology protection
measure, but they must be in compliance with the Internet safety policy and
public notice/hearing requirements by the start of services in FY2003 if
they have received discounts on Internet Access and/or Internal Connections
in FY2001 or 2002, and in compliance with all of the requirements of CIPA
by the start of FY2004."
Technology Plans in general:
IF you are NOT in the Consortia you must have an approved Technology Plan
that will cover the entire year July 2004 - June 2005 before your Form 471
is approved, you may luck out and not have to have it until the Form 486
is submitted but the Rule is much more strict than the application has been
on this.

GRANTS:
Applications are available for The Human Rights Video Project, a new initiative
that will award grants to 300 public libraries across the country. To obtain
a grant application, please visit http://www.ala.org/publicprograms
. Applications must be received by March 1, 2004.
The Human Rights Video Project will provide two types of grants.
The first, supported by the MacArthur Foundation, will provide packages of
12 videos and supporting materials on human rights topics to 250 public libraries
in the U.S. The second grant, supported by the Ford Foundation, will award
an additional 50 libraries the sets of videos plus $750 to present public
programs on human rights topics in partnership with a non-profit community
activist organization.
The American Library Association (ALA) Public Programs Office and the National
Endowment for the Humanities (NEH) are accepting applications from public
and school (K-12) libraries for We The People Bookshelf grants.
Part of NEH's We The People initiative, the Bookshelf project will award
the sets of 15 books for young readers to 500 libraries across the country.
Selected libraries are required to present programs that highlight the theme
of courage and encourage young readers to explore these works. Libraries
interested in receiving the We The People Bookshelf grant can view the application

are being accepted online until February 15, 2004.

On publishing library salaries:
Q: Is it mandatory that a public library publish salary information
in a newspaper on an annual basis?
A: Sue Battani, State Auditor's office, reference 372.13 (6) of the Iowa
Code (included below). This section has to do with city councils. She said
if the library's payroll is done through the city, then the library's salaries
would be included when the city publishes salary information. If the
library does their own payroll, they would not be required to publish the
information.* Editorial Note
Iowa Code 372.13
6. Within fifteen days following a regular or special meeting of
the council, the clerk shall cause the minutes of the proceedings of the
council, including the total expenditure from each city fund, to be published
in a newspaper of general circulation in the city. The publication shall
include a list of all claims allowed and a summary of all receipts and shall
show the gross amount of the claim. Matters discussed in closed session pursuant
to section 21.3 shall not be published until entered on the public minutes.
However, in cities having more than one hundred fifty thousand population
the council shall each month print in pamphlet form a detailed itemized statement
of all receipts and disbursements of the city, and a summary of its proceedings
during the preceding month, and furnish copies to the city library, the daily
newspapers of the city, and to persons who apply at the office of the city
clerk, and the pamphlet shall constitute publication as required. Failure
by the clerk to make publication is a simple misdemeanor. The provisions
of this subsection are applicable in cities in which a newspaper is published,
or in cities of two hundred population or over, but in all other cities,
posting the statement in three public places in the city which have been
permanently designated by ordinance is sufficient compliance with this subsection."
