ANNOUNCEMENTS: 

The Iowa League of cities has prepared an open meetings booklet that is written in plain language and should be quite helpful to Iowa public library staff and trustees.

The League receives many questions concerning the application of the Iowa Open Meetings Law. While cities want to make sure they meet the legal requirements, there is also the need to keep citizens informed about what is happening in their city. In an effort to provide assistance, the League has prepared Open Meetings, Open Government, the companion to the Open Records,
Open Government Booklet.

The purpose of this publication is to provide general guidance on the Iowa Open Meetings Law; Code of Iowa Chapter 21.  This law requires meetings of governmental bodies to be open to the public. The information contained here is designed to be general in nature and does not constitute legal advice. If there are specific legal questions about open meetings requirements, the city should contact the city attorney. The Iowa Open Meetings Law favors openness, so situations where the applicability of the law is unclear should be resolved on the side of openness.

The Iowa State Association of Counties has an article entitled "Library Funding:  By the Numbers" on its website.  http://www.iowacounties.org/ It is under New and Noteworthy. 

In the article it says, "...county funding is far from uniform across the state and counties generally lag far behind cities when it comes to library funding..."
