Who are you?
A sobering article in The Register about certs: Cert-based authentication on life support at UK.gov.
At this institution, certificates are often viewed as a magic bullet which will make many IT problems go away. As you might guess, there are not a lot of people here with actual experience with trying to implement a large and flexible system using certificates; lack of deployment experience is one of the standard prerequisites for magic bullets.
