I also finished that article on water in muscle media that I mentioned earlier. Basically, if you do nothing during the day and sit around like a couch potato then simply rely on your thirst. If on the other hand you work out then you need to make sure you're getting enough water through out the day and especially before and during workouts. Even being 1% or 2% dehydrated will lead to lowered performance.
It is possible to be over hydrated. A condition that often affects marathon runners. They will consume large amounts of water over the duration of the event.

Couple this with all the salt lost during sweating, and the amount of salt available to the body tissues is minimal, resulting in decreases in brain, heart and muscle function (nausea, fatigue, decline in cognitive capabilities) ...
I personally drink about 3-4 litres of water during the course of a day (not including water from foods or other drinks) and am safely within the daily maximum of 12 quarts (~10 litres) in a 24 hour period.
