Hackney Downs to become school playground?

So the headteacher designate of the new Mossbourne Academy is telling anyone that wants to know with bright year-six kids that he has been told by the planning department of Hackney Council that he will be building changing-rooms on the Hackney Downs for the PE department at the school. Sports is to be one of the school's specialisms. Does that sound right to anyone? - it's the way I heard it from his own mouth. I know they need changing-rooms but if I remember right this is Common Land and I think even Council's need to get planning permission for their own projects ..........
