Representative Howard L. Berman (D-CA) gave a speech on June 25, 2002 to the Computer and Communications Industry Association regarding solutions to P2P Piracy.  He proposes to introduce a bill that would provide a safe harbor to copyright owners utilizing technological self-help methods against P2P piracy.  It's interesting to note that Rep.
