2003 State-of-the-State
Governor Leavitt will be delivering his State-of-the-State address beginning in just under an hour from now. The speech will be streamed live in RealVideo beginning at 6 pm MST. I will be carefully reviewing the Governor's proposals to determine if there are any modifications we need to make in our product development goals and plans to accomodate his vision which will continue to include a major emphasis on delivering egovernment services effectively.

Utah Counter-Terrorism Coordination
Just met with the Utah Counter-Terrorism Coordination Council. This group has made major improvements over the past year moving from discussion to action. The next senior officials training will be held on March 13th, probably focused on some aspect of bioterrorism response such as smallpox. Over 200 participated in the December training. I presented an update on issues associated with identity theft, cybersecurity, and homeland security-related enterprise projects. Scott Behunin discussed the eTeam implementation. Over 300 licenses have already been purchased. Federal and local agencies are still anxious to participate in an integrated incident management solution that crosses levels of government and jurisdictions. A cyber-terrorism annex to the state emergency operations plan has been developed. Thirty-nine acute care hospitals , as well as other care centers, will participate in an effort to share information regarding bio-terrorism training, communications, personal protective equipment, etc. Advance vaccinations in the state of smallpox response teams will begin within the next two weeks. It looks like the Salt Lake VA hospital may be designated as a decon center and will offer training and services to the community. Lloyd Baker advised members to share information regarding the National Pharmaceutical Stockpile. The stockpile is managed by the CDC which has also developed the Public Health Emergency Preparedness and Response site which has webcast training available on topics like smallpox preparedness.
