Wired News: "Under the Digital Millennium Copyright Act, enacted in 1998, webcasters are required to pay royalties to both songwriters and recording artists and labels. By contrast, broadcast stations only pay royalties to songwriters, based on a longstanding ruling by Congress that performers are compensated enough by the publicity they receive from having their songs played on the air."
