The site was apparently overwhelmed by people eager to be in the registry, according to the NYT. Keep trying.

FTC to Telemarketers: Shaddup. The agency activates its do-not-call registry. Consumers who sign up are protected, in most cases, from those unwanted telemarketing calls. Telemarketers who ignore the list risk hefty fines. [Wired News]
