There is an article in eWeek about New Mexico's portal, which is currently under development. It seems to me that these folks are on the right track. They are developing web services to aggregate application functionality from existing apps, and focusing the organization of the portal around communities. The article is not clear on who the main audience is, although it mentions both internal and external users. One thing the article was clear on was the fact that they are developing specialized sub portals, like one for homeland defense, which is something that we are going to need to do as quickly as possible.
