Amazingly, Spain has no anti-doping laws. So even though Kelme-Costa Blanca has been accused of systematic doping, and endangering the lives of its team members (the odd near death experience, etc), it may be the allegations of unscreened transfusions contrary to public health legislation that brings Kelme-Costa Blanca down.
