Write your congressmen about the The Amateur Radio Spectrum Protection Act of 2003.

I copied most of the text from the letter, with one slight change. My second paragraph had the following as the last sentence.

Most recently, radio amateurs have aided government and private relief agencies after the terrorist attacks of September 2001 and during the severe forest fires which engulfed many parts of the Western United States last summer, as well as the receint storms that have hit the Eastern United States this winter.
